PAT testing is electrical safety testing of portable electrical appliances. It is recommended for all such equipment which is:
 
+ Used by employees
+ Used by the public
+ Hired out or supplied
+ Repaired or serviced
 
Testing procedures should be included in policy documents & a list of all portable electrical appliances should also be included in site asset registers.
Various legislation requires reasonably practicable steps to be taken to avoid risks associated with the use of portable electrical equipment:
 
The Electricity at Work Regulations, 1989
The Provision & Use of Work Equipment Regulations, 1998
The Health & Safety at Work, etc. Act, 1974
The Management of Health & Safety at Work Regulations, 1999
 
The most effective way to ensure compliance with this legislation, is to implement a systematic & regular program of maintenance, including PAT testing. The Institute of Electrical Engineers (IEE) Code of Practice suggests that the frequency of testing should vary according to the type & class of equipment, plus its location & environment. Typically, PAT testing is conducted as follows:
 
High risk (e.g. industrial tools, kettles, irons) tested every 3 - 12 months
Low risk (e.g. fridges, freezers, table lamps) tested every 1 - 4 years
PAT testing costs from just £1 + VAT per appliance.
 
Tests should be conducted on all equipment such as toasters, kettles, irons, microwave ovens, heaters, fans, hostess trolleys, hairdryers, freezers, fridges, trouser presses, clocks, mowers, power tools, machinery, shredders, photocopiers, computers, printers, extension leads, multiple-adapters, chargers, etc.
 
Additional testing for microwaves costs £5 + VAT per oven.
 
Microwave ovens should be tested for microwave leakage from doors, seals & casings, to ensure compliance with BS5175.
